What Is Technology-Oriented Industry Move Programme (HAMLE)?
The Technology-Oriented Industry Move Programme (HAMLE) is a call-based support programme run by Türkiye's Ministry of Industry and Technology to bring the domestic production of medium-high and high technology products onshore.
HAMLE is designed to identify product groups where Türkiye depends heavily on imports and to back investments that bring their manufacture onshore. The eligible products and sectors are announced through periodic calls rather than fixed in advance.
Applications are accepted during call windows and assessed on technological capability, production capacity, added value and the feasibility of the project. It is therefore a competitive, time-boxed programme rather than a permanently open incentive.
Successful projects gain access to elements of Türkiye's investment incentive system and other instruments within the programme. The precise combination of support varies by call and follows changes in legislation.
