What Is KOSGEB (Small and Medium Enterprises Development Organisation)?
KOSGEB is the public organisation, attached to Türkiye's Ministry of Industry and Technology, that provides grants, interest-free loans and advisory support to small and medium-sized enterprises.
Its full name is the Small and Medium Enterprises Development Organisation of Türkiye. KOSGEB designs and runs the support programmes aimed at businesses that fall within the SME definition, and is the first port of call for most smaller companies seeking public funding.
Programmes are grouped under headings such as entrepreneurship and business start-up, R&D and innovation, business development, capacity building, global competitiveness and entry into overseas markets. The portfolio is refreshed periodically and some programmes open by call.
Eligibility rests on meeting the SME definition and being registered in the KOSGEB database. The headcount and financial thresholds in that definition are set by legislation and change over time.
KOSGEB support is generally paid against documented expenditure already incurred. Choosing the right programme therefore matters less than planning eligible cost items correctly and reporting them in the form the programme rules require.
