What Is IPARD (Instrument for Pre-Accession Assistance for Rural Development)?
IPARD is the European Union's pre-accession instrument providing grant support for investments in agriculture, livestock, food processing and rural development in Türkiye.
IPARD runs under the pre-accession financial cooperation framework between the European Union and Türkiye. The implementing body in Türkiye is the Agriculture and Rural Development Support Institution (TKDK), which reports to the Ministry of Agriculture and Forestry.
Support takes the form of a non-repayable grant, paid after the investment is complete and against eligible expenditure actually incurred. Applicants therefore need to be able to pre-finance the project themselves during implementation.
Supported areas include dairy and meat production, fruit and vegetable processing, aquaculture, food processing facilities, rural tourism, renewable energy and rural diversification activities. The list of eligible provinces and the measures on offer change from one call to the next.
Applications are collected through published calls and assessed on technical design, feasibility, and compliance with environmental and food safety standards. Completion in line with the grant conditions and operation of the investment for a defined period are subject to monitoring.
